National Most Active Hokkien Group Award
To improve the quality and autonomy of women’s groups, encourage healthy activities that are leading, representative, creative, educational and community-serving. The Malaysian Welfare Federation Women’s Group will host the “National Most Active Group Award”.
This competition is open to the women’s group of the Malaysian Welfare Union. All participating groups are required to submit information on activities held between January 1, 2007 and December 31, 2008.
Participating groups must fill in the form issued by the group, and send or submit it to the Secretariat of the Malaysian Federation of Welfare Women’s Group before the deadline of March 31, 2009 for selection. Those with incomplete information will not be considered.
The South-Malaysian delegation of the Malaysian Welfare Union Women’s Group took a group photo at one of the meeting points – Johor Bahru Hokkien Huay Kuan, after communicating with the directors of the three organizations of the association and representatives of the South Malaysia District Association.
The exchange meeting received a warm response and support from the affiliates, and the participants were enthusiastic.

Under the leadership of Chairman Zhan Limei, the group organized a delegation to visit South Malaysia on June 20 and 21, 2008. The members of the group included Li Bizhen, Liao Meiyan, Chen Lifen, Huang Yufeng, Ouyang Yuying, Lin Xiufeng, Cai Bijun, Li Xiuju, Huang Yudiao, Chen Lizhen, Koo Meihua, Huang Suhua, Tang Yueying, Huang Sulin, Lin Limin, Li Aihua, Li Yulan and Gao Jiayi.
The purpose of visiting and exchanging in South Horses is to strengthen contact with the South Horses group and exchange experiences with each other. With the cooperation of various affiliations and groups, the delegation communicated with more than 30 affiliations and groups in South Malaysia in just two days.
The delegation chose É Meilan Hokkien Huay Hall, Malacca Yongchun Guild Hall, Johor Bahru Hokkien Hall, Kluang Hokkien Hall and Batu Pahat Hokkien Hall as meeting points, and then invited representatives of neighboring groups to meet and communicate with each other. This visit has received enthusiastic responses and support from various subordinate groups, and the participants were enthusiastic, which greatly shortened the distance between the leadership of the group and each subordinate group and enhanced understanding.
In addition, the visiting group not only received enthusiasm from the local women’s group members, but also received the attention of the president and directors of the parent club and took time to attend the exchange meeting. And some association presidents or general managers who have not yet established a women’s group also rarely participated in the exchange meeting, which moved the group very much.
At the exchange meeting at each station, the representatives of each subgroup exchanged frankly and provided many constructive opinions, which were fruitful. In addition to reporting the recent activities and future direction of the group to the participants at the exchange meeting, Chairman Zhan Limei also did not forget to call on more women’s groups affiliated to the association to join the lineup of women’s groups of the General Assembly to strengthen their strength.

The Malaysian Welfare Union Women’s Group donated RM5,000 to help the disaster victims in Myanmar

- On May 2, Myanmar was hit by a fiery storm, Narcissus, which is rare in a century. Strong winds and waves ravaged many plains, rice fields and villages, destroying tens of thousands of people’s lives, and threatening the lives of the surviving victims.
- In response to the fundraising activity of Sin Chew Daily, our group donated 5,000 yuan, of which 5,000 yuan was donated by the Women’s Group of Ulu Yin Baru Hokkien Association. On May 20, under the leadership of Chairman Zhan Limei, a group of nine went to Sin Chew Daily to hand over the donations. - On May 12, a catastrophic earthquake occurred in Sichuan Province, China, causing heavy casualties and property losses. The disaster area was filled with mourning, and the shocking and tragic situation shocked the international community.
The Chinese community in our country is deeply concerned about the tragic human tragedy in Sichuan Province, China, and is obliged to lend a helping hand to the victims of the disaster, so as to exert the international humanitarian spirit of “people are hungry, others are drowning”, and send the love and care of the Malaysian people to the people of Malaysia. ” Fu Lian Women’s Team Tan Sri Dato’ Cheng Hock Seng Cup Essay Competition”
The results of the ” Fulian Women’s Team Tan Sri Dato’ Zheng Fucheng Cup Essay Competition” have been released. Standing out in this competition was Choi Yuk Kwai from Miri, Sarawak, while the second and third place went to Aaron Kwok from Kajang and Leong Feng Xuan from Kuala Lumpur. The five winners of the Best Work Award are Xia Huifang, Leung Tingting, Huang Xiuling, Gu Meilan and Zheng Meijiao.

The ” Top Ten Outstanding Women in Fujian Award “
is hosted by the Women’s Group of the Federation of Fujian Associations in Malaysia. The “ Top Ten Outstanding Women in Fujian Awards “ are welcome to recommend or self-nominate Malaysian outstanding female citizens who are over 18 years old and whose ancestral home is Fujian. This event is to recognize the contribution of women, the important role played by women in Fujian, and to encourage equality and equal rights.
The jury will select one outstanding woman in each of the ten fields that can be nominated, and this event is also one of the 50th anniversary celebrations of the Welfare Association. The delegation of China Fujian Provincial Women’s Federation visited and exchanged
A group of six people from the China Fujian Provincial Federation of Women’s Groups , led by Chairman Liu Qunying, visited the group before September 29 , 2006Director Zhan Limei first welcomed the delegation on behalf of the group. She said that since the establishment of diplomatic relations between Malaysia and China in 1974 , the two governments, non-governmental organizations and business circles have continuously exchanged and cooperated in the fields of economy, tourism, culture and sports, and have achieved good results.

The launching ceremony was presided over by Dato’ Li Chongmeng, Chairman of the MCA Bukit Bintang District Association. Director Zhan Limei led the group to PENGKALAN LAMA PANTAI and KG ENAM in Malacca tohelp the victims clean up their homes on December 24 , 2006For the disaster victims who unfortunately encountered the flood, this group expresses its concern and assists them with actions, especially cleaning their homes for the elderly and those with limited mobility. On the second day, the group drove from Malacca to Johor and handed over the raised food and daily necessities to the victims of AGOH . Health Seminar
The group held two lectures on January 13,“ Understanding Multiple Sclerosis ““ Easy Understanding of Local Herbs “ by TCM Physician Lu Qingbao . Dr. Chong Huan Tai is a neuroscientist and a senior lecturer at the University. He is currently working at the University of Malaya Hospital. He is frequently invited to speak in the Asia Pacific region and to publish articles in medical journals. Currently he is actively researching regional multiple sclerosis cases. He will introduce the knowledge of multiple sclerosis in the lecture, such as how the disease affects the central nervous system, the role of the immune system, and the symptoms of multiple sclerosis. The two speakers shared their profound medical knowledge and the medical ethics of treating diseases and saving lives at the meeting. These two lectures attracted more than 80 people to attend and listen. At the same time, they received the attention of NTV7 , and special reporters conducted on-site interviews.
Giving activities

Parent-child seminar
The “ How to Nurture Creative and Happy Children “ Parent-Child Seminar organized by this group in conjunction with the Multi-Aid Corridor Charity Group was held on April8 at the Welfare Association Auditorium. The lecture was invited by Zhang Baoyou, an internationally renowned lecturer. In the two-hour lecture, Mr. Zhang’s humorous speech made the audience understand what creativity is, the 5 steps of creativity and the development of creativity through multiple intelligences. She has practical examples of children at her fingertips. She also asked the audience to do math problems on the spot at the meeting to learn how to improve their creativity from the practice problems. Lecturer Zhang is famous for his creative and magic training style. He has organized creative learning camps, pre-school education workshops, creative mathematics workshops and Motivational Lectures. She is also frequently invited by domestic and foreign radio, television, newspapers and magazines to share creative teaching methods. The lecture received enthusiastic response and attracted nearly 300 audience members, including more than 50 members of the Perak Chinese Women’s Association who came all the way from Ipoh. Dinghai New Year Group Worship of Fujian Fellows
Prompted by this association, the Anxi Association of Malaysian Associations hosted the Dinghai Year of Fujian Chinese New Year Reunion Mass at the Auditorium of the Independent Chinese High School in Kuala Lumpur on March 4, 2007. There were 145 seats, and the scene was lively.

Liminda Fujian Association visited
A group of 27 people from Liminda Fujian Association, led by President Qiu Qinghui, visited the Association at 12:30 noon on May 21 this year.
Qiu Caijia, the Acting Director of the Association, extended a warm welcome to Liminda Fujian Association for their visit, and introduced the reasons for attending the reception at the meeting.

Exchange with Pahang State Association
The Council will hold a council meeting at 2:30 pm on June 3 this year at the Continental Hotel in Kuantan, and then have a cordial exchange meeting with representatives of various associations in Pahang. Visit from Port Dickson Hokkien Huay Kuan
A group of five from the Hokkien Huay Kuan in Port Dickson came to our association at 10:30 am on June 13 this year. They politely called on our president Tan Sri Cheng Hock Seng and exchanged views. Representatives of the association include Xie Wenguo (chairman), Golden Group (vice chairman), Cai Jiongcheng (finance), Su Jinji (vice finance), and Liu Guoli (Chinese clerk).

2) Quanzhou delegation visit
A four-member delegation from Quanzhou City, led by Chen Rongzhou, Deputy Mayor of Quanzhou, arrived in Malaysia on October 20 this year for a 4-day exchange visit. The delegation visited the Minister of Housing and Local Government Datuk Seri Wong Ka Ding, Chairman Tan Sri Cheng Hock Seng, Honorary Chairman Tan Sri Yeoh Chung Lai and others. They also stopped by Malacca to visit the Chairman of Yonglian Association and for sightseeing.
The delegation visited the Association at 9:30 am on October 22nd and exchanged views. Acting President Qiu Caijia warmly welcomed the visiting delegation on behalf of the Association at the meeting, and reported on the progress of the Association’s conference affairs and the process of building the clubhouse.
The head of the delegation, Deputy Mayor Chen Rongzhou, thanked President Tan Sri Cheng Hock Seng at the exchange meeting for arranging the itinerary of the delegation in Malaysia, and was warmly received by the Association. On behalf of the Quanzhou Municipal Government, he paid tribute to this, and said that the Malaysian Fujianese are good at hard work, development and construction, quickly adapt to and integrate into the local society, and participate in the construction of Malaysia. 3) Receiving the delegation from the Overseas Chinese Affairs Office of Fujian Province
Ye Kangyong, deputy director of the Overseas Chinese Affairs Office of Fujian Province, and three others were invited by the Federation of Chinese Associations in Sibu Province to celebrate the 30th anniversary of the association in Sibu on November 2 this year. Before going to Sibu, the delegation stayed in Kuala Lumpur for 6 days, and was received by Tan Sri Li Shenjing, Dato’ Shi Chaoquan, Qiu Caijia, Luo Nanhui, Zheng Jiangshui, Bao Jiu Xing Jushen and others; the delegation not only visited Kuala Lumpur Independent Chinese High School Visited, also visited the Association and the Hokkien Huay Kuan in Malacca, and took part in the 111th anniversary celebration of the Hokkien Huay Kuan in Negeri Sembilan.

Acting President Qiu Caijia first welcomed the delegation on behalf of the Association and reported on the progress of the Association’s conference affairs and the development of Chinese language education in China.
Deputy Director Ye Kangyong thanked the Association for its dedicated arrangement and reception at the meeting. He said that he paid tribute to Tan Sri Lim Ngok Tong’s successful entrepreneurial history and the past actions of Fujian compatriots who were deprived of citizenship or imprisoned for the sake of Chinese education. I feel very deeply. It is admirable to see that Malaysian Chinese attach so much importance to Chinese education and regard it as a “root”.
He said he only got to know the Federation of Welfare Associations when the Secretary of the Provincial Party Committee of Lu Zhan Gong visited Malaysia. In the past few days in Malaysia, he saw that the Fujian people are very united and strong, and they are really doing what they should do for the Chinese, including their relationship with the government.
He said that it was only three months after he was transferred from Nanping to Fujian, and he came to Malaysia for the first time abroad, which will definitely enhance his work on overseas Chinese affairs. At present, the key work of overseas Chinese affairs promoted by Zeng Xiaoming, director of the Overseas Chinese Affairs Office, includes the establishment of a database of overseas Chinese and overseas Chinese, the establishment of the Fujian Overseas Chinese Network, the transformation of returning to China, the establishment of the Chinese Language Education Committee and the Science and Technology and Economic and Trade Committee of the World Youth Federation, and the training of overseas teachers. He went on to say that so far, six representatives of Fujian Province have been members of the CPC Central Committee; the past two provincial party secretaries Jia Qinglin and Xi Jinping have all been members of the CPC Central Committee.
He said that the 6th World Fujian Friendship Conference, originally scheduled to be held in South Africa, will be held in Fuzhou in May next year due to poor local security, and is still subject to the approval of the central government.

2007 Technical and Vocational Education Exhibition
The “2007 Technical and Vocational Education Exhibition” jointly organized by the Association, the Lifelong Learning Committee of the Federal Territory of MCA, the Independent College and the China Press was held in the auditorium of the Chinese Town Hall in Klong Xue for three consecutive days from April 20th to 22nd. warm.
This education exhibition aims to promote technical and vocational education and awaken the public’s correct concept of technical and vocational education, and to break down the prejudice of the Chinese community against technical and vocational education.

The education exhibition with the theme of “One Skill for Self-Defense, Good Money Journey” was opened at 7:00 pm on April 20 by the Deputy Minister of Youth and Sports, Dato’ Liew Chung Lai. The guests included Tan Sri Zheng Fucheng, chairman of the conference, Chong Hanping, chairman of the preparatory committee, Li Chengcai, director of the MCA Education Bureau, Guo Yimin, executive director of lifelong learning, Xu Yunbiao, president of the Independent College, and Xian Huixin, executive editor-in-chief of China Daily.

Tan Sri Cheng Hock Seng Cup Golf Finals
In conjunction with the 50th anniversary celebration, the club held the “Tan Sri Cheng Hock Seng Cup Golf Finals” at noon on August 17 at Ipoh 9-hole Meru Golf Club on the eve of the conference, and won 48 golfers from all over the country. Gathered, the competition was divided into 12 groups.
In order to welcome the arrival of delegates from various places, the Perak Fujian Association held a welcome banquet at the Excelsior Hotel that night, and also held a golf tournament award ceremony there.
In terms of funding, the association received a sponsorship of 10,000 yuan from the tournament cup owner Tan Sri Cheng Hock Seng, vice president Dato Tan Jinlong 5,000 yuan and honorary president Dato Shi Chaoquan 2,000 yuan, and honorary president Dato’ Zheng Jinyan paid for it. A delegation to visit Fujian
In conjunction with the 50th anniversary celebration, the Association organized a delegation from Fujian Province to visit Fujian to strengthen contacts and promote exchanges. On May 10 this year, the delegation headed by Acting President Qiu Caijia went to Xiamen, Quanzhou and Fuzhou for a nine-day visit and exchange, and participated in various related activities.
During their stay in Fujian, the delegation visited the leaders of various cities/counties in Fujian Province and the Provincial Overseas Chinese Affairs Office. The delegation consisted of 80 people, including basketball team, golf team, delegation of Shifuqing Conference and delegation of Shifuqing Business Conference.
The delegation of Fujian Business Conference headed by Chairman Tan Sri Zheng Fu attended the “Second World Fujian Business Conference” held in Fuzhou. and advisor Tan Sri Tong Yuk Kam. This conference was attended by more than 1,100 entrepreneurs from all over the world. The chairman of the association, Tan Sri Cheng Hock Seng, led a delegation to participate. Chang Tan Sri Yang Zhongli, Tan Sri Li Shenjing and Tan Sri Tong Yujin were also invited to hold a dialogue with Secretary Lu Zhangong, the top leader of Fujian Province.
The basketball team is mainly composed of the Cheras Phuc Youth League, with a total of 22 players. The team played against the Normal University basketball team, Jimei University basketball team, Anxi County basketball team, Hui’an Quangang County basketball team and Huaqiao University basketball team successively, and won 4 games out of 5 friendly matches.
The golf team consists of 8 members and held exchange games in Xiamen, Fuzhou and Quanzhou.
Weng Longqiu, the head of the Youth League of the Association, led a delegation to attend the inaugural meeting of the “World Fujian Youth Federation” and the first member representative meeting, and was elected as the deputy head of the meeting.
50th Anniversary Celebration Series
This year coincides with the 50th anniversary of the independence of our country, as well as the Golden Jubilee Celebration of the 50th anniversary of the founding of the Association. The Association specially organizes a series of activities to complement it to promote the unity and patriotism of the whole people.

50th Anniversary Gala Dinner
During this year’s conference, the Association, together with the Perak Fujian Association, held the “Double Happiness Gala Dinner for the 50th Anniversary of the Welfare Association and the 110th Anniversary of the Perak Fujian Association” at the Auditorium of Pei Nam Independent High School in Ipoh on the evening of August 18. Tan Sri Tong Yuk Kam, Tan Sri Cheng Hock Seng, Dato Lim Kok Cheong, Sun Lian Huat, Yao Tim Jin and Mrs. Chen Gengong co-chaired the gong sounding ceremony that day, with 140 seats.
In his speech, Datuk Lim Guozhang, President of the Perak Fujian Association, told the story of the land sale of Fulian Holdings.
He hoped that the people in Fujian would use their own wisdom and reason to measure the incident of Fulian Holdings; the incidents that happened in Fulian Holdings should be understood and tolerated by each other. He also said that Tan Sri Cheng Hock Seng was even more helpless in this matter and expressed sympathy for his situation.
At the dinner, the president of the association, Tan Sri Cheng Hock Seng, called on the government to conduct governance from a diverse perspective, and to treat the economic development of all ethnic groups with fair and reasonable pluralistic economic policies and measures, so as to give full play to the competitive advantages of a multi-ethnic society.
He also expressed his admiration for the Perak Fujian Association for its silent work and contribution to the development of the three Peinan schools. At the same time, he was moved by what Datuk Lim Guozhang said to him, and hoped that the shareholders of Fulian Holdings would support the board of directors in the event of the land sale of Fulian Holdings.
In his speech, Tan Sri Tong Yujin, the guest of honor of the dinner, said that education is related to the future of the national cause and the happiness of the next generation.
The leaders of the Federation of Welfare and National Associations should continue to play a pioneering role in the development and promotion of the national cause. He also hopes that the government will treat and recognize the unified examination diploma of independent high school with a broad attitude, and recognize any diploma that has an academic standard and is suitable for the development of the country.

At the dinner, all the directors of the two associations also came to the stage to jointly cut the anniversary cake. During the banquet, the association also presented a plaque to consultant Tan Sri Tong Yujin, congratulating him on being awarded the title of PSM Tan Sri by His Majesty the Head of State. The Perak Hokkien Association also took this conference and held a series of celebration activities in conjunction with the above-mentioned Double Happiness commemoration of the two sessions, including the National Hokkien Karaoke Singing Contest, Blood Donation Campaign, Disciple Guidance Lectures and a half-day tour to Ipoh.
Held the “Fujian Outstanding Model Award”
In conjunction with the 50th Anniversary Celebration, the Association will hold the 50 Outstanding Model Awards to select the Jian compatriots who have outstanding performance in various fields and to commend them.
Its outstanding contribution to society and a successful example.
此项活动旨在发扬及表彰福建同胞刻苦耐劳,奋发向上的良好传统价值观;目标主要是为福建乡亲面对国际化及经济社会转型树立更前瞻的视野及典范;藉由楷模奖的选拔过程,直接带动我国各领
域的老中青乡亲极参与本会活动,从而加强乡亲对本会的凝聚力。
此项楷模奖自 8 月推动以来,已获近 50 名福建企业家热烈响应提名参加。
本会于9月5日上午 11 时在本会礼堂举行〈 50 杰出楷模奖〉推介礼,由国内事务部副部长拿督陈财和主持,获得百余人参加。出席者包括本会顾问丹斯里童玉锦,三机构理事,以及雪隆区各属会代表。
本会原订于 11 月 25 日假布城 IOI 万豪酒店举办 〈 50 杰出楷模奖〉 颁奖晚宴,由于首相拿督斯里阿都拉巴达威无法出席主持开幕,此活动经已推迟举行。

举办〈各属会会所张灯结彩比赛〉
为迎接我国独立 50 周年及本会创会 50 周年双金禧纪念,本会鼓励全国各地属会在今年 8 月间一同进行会所建筑物粉饰美化、装置彩灯彩旗的运动,以为各自的会所建筑物披上新装,处处张灯结彩,以崭新的形象迎接国庆。为响应此项号召,本会也将会所大厦加以装潢美化。
此项比赛于 8 月 1 日起接受报名,于 9 月 15 日截止;参加方法为各属会得把经过布置(张灯结彩)的会所建筑物外观拍成照片,以供参赛。

第廿三届第二次常年会员代表大会
本会本年度大会经如期于 8 月 19 日假怡保舜苑酒店召开,由顾问丹斯里拿督童玉锦主持开幕。这项由霹雳福建公会主办的大会获得 88 个属会派出 420 名代表参加。会上分别通过修改章程以及 10 项大会议决案。即席也选举两名查账,分别由丹绒马林福建会馆及利民达福建公会出任。在讨论到明年度大会召开的地点时,会上授权理事会全权处理之。
在大会期间,本会也与霹雳福建公会于 8 月 17 日中午联办〈丹斯里郑福成杯高尔夫球总决赛〉,获得来自全国各地的 48 名代表参赛。霹雳福建公会除了于当晚假怡东酒店举行迎宾宴,为大会代表洗尘,同时也举行高尔夫球赛颁奖礼。
此外,本会也与该会于 8 月 18 日假怡保培南独中礼堂举办〈福联会 50 周年暨霹雳福建公会 110 周年双喜会庆晚宴〉,筵开 140 席。会长丹斯里郑福成也在宴会上宣布捐献 5 万元予怡保培南独中。此外, 为对本会顾问丹斯里童玉锦过去在担任会长期间对本会所作的贡献,借其此次荣膺元首封赐 PSM 丹斯里勋衔,本会也于晚宴上赠送一幅牌匾给他,以资表扬。
本年度大会议决案
1. 吁请政府严正看待我国治安欠靖问题,由于枪劫、强奸、谋杀等罪案频频发生,令国民惶恐不
安。本大会同时吁请警方采取积极行动全面打击罪案,严厉对付犯案者,以儆效尤。
2. 吁请教育部拟定妥善的师资培训计划,确保华小有足够的合格教师,以解决华小长期面对的师
资短缺问题。
3. 吁请教育部从速遴选合格新校长,填补各华小校长职位空缺,以免影响校务的运作。
4. 吁请政府在华族人口密集的城镇增建华小及无条件协助微型华小迁校。
5. 促请教育部在培训教育学士课程华文组学员时,不应半途将他们调换至其他与华文无关的组
别,以让他们继续修完华文组的学士课程。
6. 吁请政府各有关部门遴选合格的承包商承建政府工程,并严加监督,确保工程品质符合标准,
以免浪费公款及影响国家形象。
7. 本大会坚决反对财政部实施“供应与服务直接采购限额及条例”,有关措施极不公平,将会造
成非土著的经济发展带来负面影响。
8. 吁请政府在致力发展柔南依斯干达经济特区及北马经济走廊特区的同时,以开放的政策,提供
更多优惠奖掖措施,以吸引本国及外国商家涌往投资。
9. 吁请政府大力扶持中小型企业的发展,提升中小企业的生产力与竞争力,并提供更多的技术与
财务援助,务求中小企业在竞争激烈的市场上得到生存与发展。
10. 吁请各属会全力支持和协助福联会新成立的“维护福联控股委员会”所推动的工作,以维护股
东利益及全国福建人的尊严,并全力支持丹斯里郑福成领导的福联控股董事部,尽早落实退资
计划。
(注:此项提案共有 56 个属会提出,在大会上也有 12 个属会要求纳入提议此提案,而所有出席
大会的 88 个属会最后也一致通过此议案。)
霹雳福建公会会长拿督林国璋局绅致欢迎词
霹雳福建公会此次荣幸获得大马福联会之委托承办系列双庆活动,以及大马福联会三大机构的常年代表大会,让本会拥有一次难逢的学习机会。因为自从 1987 年本会曾经主办过一次类似庆典,二十年后今天才有机缘再次承办,可惜不少人事已更动,今天本会同仁是抱着“做中学”的态度,来应付系列的筹备工作。
俗语说:人逢喜事精神爽。今天福建同乡不但只在庆祝本族之喜庆,也同时沾染了大马建国 50 周年金禧的欢庆。因此,本人先预祝今天的代表大会,在大家都充满喜气洋洋的气氛中,顺利完成!
今天在这舜苑大酒店范畴内,除了举行这项代表大会外,我们也同步举办“捐血运动”及《弟子规》讲座,显示出福建同乡们那份喜庆不忘行善的精神。同时,在兴学办校的历程里,更不会忘却道德教育之重要性,而藉此提倡道德教育,唤起福建同乡及大众对道德之落实的关注。
无论如何,本人希望各位同乡在怡保暂住的这两三天里,能够留下一个美丽的回忆,尤其是怡保山城的美丽洞庭之景,还有那令人垂涎的美食,更重要的怡保人那份“好客”之情,能因这次的相聚而结缘,进而惜缘,立下了往后福建同乡们更密切往来之乡缘。

首先,我热烈欢迎大家不辞劳苦从全国各地到来出席这常年会员代表大会,这种热爱会馆的精神,是值得我们尊敬的。我代表福联会非常感激霹雳福建公会,尤其是会长拿督林国璋局绅乡长,成功协助母会主办这项大会,并热情款待大家,让我们以热烈掌声来感谢他们,谢谢您们,辛苦了!同时,我也要感谢本会顾问丹斯里拿督童玉锦局绅乡长拨冗出席主持开幕,并祝贺他荣获最高元首封赐「丹斯里」勋衔,谢谢丹斯里。
在我国华裔 6 百多万人口,福建祖籍的华裔有 2 百多万人,即占了华裔人口的三分之一,也是我国总人口的百分之十。所以在我国华族及国家的发展过程中,福建人扮演着重要角色,积极参与各领域的建设工作,对国家作出了不可抹煞的贡献。我们必须感激先贤们所作出的牺性及奋斗,致使我们享有今日进步的成果。因此,为了表扬福建人在各领域的卓越表现,本会配合 50 周年会庆将主办 50 杰出福建楷模名人奖,希望大家支持。
福联会作为团结福建人的全国性社团,已拥有 178 个属会,是我国华团最大组织之一,一向来都获得政府及华社的重视与尊重。本会在这 50 年里,在历届会长及理事会的勤奋耕耘下,积极为乡亲谋取福利,参与争取华人权益的工作,福联会都是义不容辞的。我们必须珍惜福联会今日的成就,这归功於前辈们及大家对会馆的坚持及乡情所发扬的「福建人精神」。「福建人精神」的贯彻,意味着福建人是刻苦耐劳的,是不畏艰难的,是有情有义的,是团结一致的。
然而,我们感到非常痛心的是 , 去年的选举为本会带来不愉快的事件,这是非常不幸的。我必须强调的是不管面对怎样的挑战,本会的理事会都会以果敢、坚定、团结及共同承担的精神去应付困难和寻求解决方案,我们绝不退缩,也绝不放弃。我非常感谢理事会对本人的信任与支持,给予我各方面的协助与建议,谢谢您们。
在这非常时期,我们更需要各属会的配合与支持,我们必须凝聚大家的力量,共赴时艰,共渡难关。因此,我吁请各属会给予母会全力的支持,让我们全面发挥「福建人精神」,让我们全力抵抗企图分裂福建人团结的破坏力量,让我们展示福建人团结的伟大力量,那么,福联会才能发挥更大的效能及为乡亲谋取更大的权益。
作为华团组织,我们有责任关注国家大事,以便了解国家局势及发挥第三种声音。我们感到非常遗憾的是,在我国独立了 50 年,还有一些政治人物发表煽动性的种族及宗教极端主义言论,这是我们不敢恭维的。我国是个多元民族、文化、教育及宗教信仰的社会,这是事实,是大家所认同的。不管喜欢与否,我们各民族都必须互相尊重、容忍及达到共识,才能确保各民族和谐共处,社会和平安宁,国家进步繁荣,这是国家继续向前迈进的重要基石。因此,福联会有必要抨击发表这种不负责任及破坏国民团结的政客,并呼吁福建人不要支持这类政客,给予他们痛击,让他们反省及检讨,才能纠正这种不良的政客心态。同时,福联会吁请政府落实透明、开放及不分种族的公平政策,以激发全民的同理心及提升国家各领域的水平,方能实现全民团结及先进国的目标。
这些年来,国家治安日愈滑落,罪案频频发生,干案手法凶残,已达到非常猖獗的地步,导致国民惶恐不安。福联会吁请政府及警方认真重视严重危害人民生命的暴力事件,采取积极行动打击犯罪,更必须增加警员人数及加强区域巡逻次数,以便保护人民。同时,福联会吁请人民展开自救行动,与警方紧密合作,发动「全民拼治安」的醒觉运动,从而确保人民的安全。
此外,华团必须更认真推动振兴道德伦理的运动,提倡人民学习及实践儒家及优良价值的风气,以便矫正社会道德败坏的不良现象。
配合本会 50 周年会庆,本会积极展开一系列计划,并获得热烈响应。我必须感谢理事会、工委会、青年团、妇女组及各属会的努力工作,使这深具意义的盛会得于顺利推展。我们也必须感谢丹斯里拿督童玉锦局绅乡长在担任会长期间,成功完成兴建福联大厦及推动会务的使命,使我们拥有设备完善的行政及活动中心。
有关福联控股事件,我只能说清者自清,没有人想把事情闹僵的,但到了现阶段,只好交由法律处理。
本会顾问丹斯里拿督童玉锦局绅致开幕词
首先,非常感谢大马福联会理事会同仁邀请我为今天的大会主持开幕仪式。
在我过去担任福联会会长的这些年,本会会务稳健发展,并成功建立起会所大厦,我很感谢各属会及理事们在我领导期间给予的鼎力支持与衷诚合作。现在,我卸下会长的重任已经有一年,见到福联会在丹斯里郑福成乡贤的领导下,会务不断增强,令我感到高兴和欣慰。
今天,霹雳福建公会在庆祝 110 周年纪念时刻,也连同福联会庆祝 50 周年纪念,更义不容辞接手主办福联会三机构代表大会,使到大家今天能够欢聚一堂,共策会务,可以说劳苦功高。
在这一年一度的常年代表大会里,我希望各属会能够通过客观和务实的讨论,集思广益,为福联会三机构拟定未来的活动方针和策略,以便把福联会的会务提升到另一个更高的层次,进而发挥更大的效能,为乡亲及族群做出更大的贡献。
母语是一个民族的标志和民族文化的重要组成部分,其应用水平体现和直接影响着民族的教育、文化和素质。我国政府自从于 2003 年实行小学数理科用英语教学以来,已使我国的教育水平出现滑落的现象。此举不仅对华小带来负面影响, 导致华文水平下降; 事实上,马来社会也对这项政策感到忧虑,担心影响学生对国语的学习和掌握能力。我们希望政府能够尊重各族的母语教育,废除英语教数理,恢复使用母语教学,并实行公平合理的教育政策,让各源流学校健康正常的发展。
我国是一个多元民族的国家,由各民族的宗教、文化及语言所呈现的多元色彩,构成了大马的文化特色。今年是大马旅游年,又欣逢我国独立 50 周年,政府当局特别是旅游部已全面开展旅游年活动,且在旅游业者的配合之下,在多方的促销下,势必吸引更多外国游客的到来,使我国的各行各业均能从中受惠。
值得一提的是,我国政府在今年连续推出南马依斯干达经济特区及北马经济走廊计划,霹雳州可说地处绝佳地点,又是南北大道必经之地,可以说坐享天时、地利、人和优势,有鉴于此,这个州属也自然而然将会随着北马经济走廊的开发而带来飞跃发展。本人深信,政府的上述计划将为我国的经济注入活力,为各行业带来大量的商业机会,使我国经济获得持续增长。
如所周知,团结带来建设,也是迈向成功的基石,福联会的未来发展,仰赖全体属会的紧密配合,精诚合作,同心协力,才能为华社做出具体的贡献,发挥乡会的积极作用。
最后,本人谨此以愉快的心情宣布大马福联会第廿三届第二次常年会员代表大会正式开幕,并祝大会圆满成功召开。
2006 年度文学出版基金
双福文学出版基金委员会于 2007 年 2 月 2 日召开会议,会上对 2006 年文学出版基金 26 部申请 作品进行审核,结果共有 11 部佳作入选,每部作品获资助出版经费 3 千元。此外,会议也决定付给评审津贴每组 3 百元。

委员会也一致通过续办 2007 年度文学出版基金,并由 2 月 2 日日起接受申请至 5 月 31 日截止。
双福文学出版基金成立至今已迈入 30 周年,委员会决定于年底出版一本精选集,并举办推介礼及交流晚会。作品收集来自小说、诗歌及散文的入选者【年份由上次精选集后的入选者为准】本身挑选一篇(小说、散文)或两篇(诗歌)。
2007 年度大学贷学金
本会本年度大学贷学金于今年 4 月 1 日开始接受属会会员子女申请,至 5 月 31 日截止时共收到 15 份申请书。经遴选后共有 6 人被录取如下:
1. 苏慧珊(女),拉曼大学生物医药科学系 1 年级,万挠福善公会推荐;
2. 戴国庆(男),南洋理工大学机械工程系 2 年级,居銮福建会馆推荐;
3. 刘松霖(男),砂劳越大学医学系 1 年级, 峇 株吧辖福建会馆推荐;
4. 陈思源(男),沙巴大学经济数学 1 年级, 峇 株吧辖福建会馆推荐;
5. 汪雪儿(女),理大医学系 2 年级,而连突福建会馆推荐;
6. 许庆龙(男),拉曼大学生物化学 1 年级,美里诏安会馆推荐。
去年获奖者林玉审继续获享奖学金,每年 2 千元;去年获贷者共有 15 人,其中 5 人于今年毕业,他们为梁婉仪、王秋霞、郑嘉玲、区惠仪、张颖慧。至今尚有 10 名获贷者继续受惠,连同今年录取的 6 人,合共 16 人,每人每年获贷 3 千元,分两期发给。因此,今年共须拨出贷学金 4 万 8 千元及奖学金 2 千元。
捐助南马大水灾灾黎
我国于 2006 年 12 月杪发生数十年来罕见的大水灾,以南马一带最为严重。当水灾发生时,本会即
展开筹款活动,获得本会理事及属会踊跃捐献,总共筹获 3 万 9 千元。秘书长欧阳清流也致电慰问受水灾波及的属会,并登记一些需要援助之属会,以便发放水灾义款。
